On August 20th, according to  Ministry website  information, in order to implement the "Circular Economy Promotion Law",Standardizing waste tire comprehensive utilization industry development order, promote the optimization and upgrading of enterprises ,  strengthen environmental protection, improve  resources comprehensive utilization   technology and management level,  guide the healthy and continuous development of industry, formulated the " tire renovation industry access conditions" and "waste tyre comprehensive utilization of   access conditions　　
　　Two documents  have raised  threshold of tire industry,"Tire renovation industry access conditions" mentioned, for already built tire  renovation processing enterprises ,  Tire renovation comprehensive production capacity can not less than 20000 convert piece. (Renovated  tires  converted into 9.00-20  piece. New construction, renovation tire  renovation  processing enterprises, the annual comprehensive production capacity should not  less than 30000 standard convert piece.)  Waste tire comprehensive utilization  industry access conditions "also mentioned,for already built waste tire processing enterprises, waste tire annual comprehensive processing capacity should not be less than 10000 ton.  New constructed, new renovatied waste  tire processing enterprises, annual processing capacity should not be less than 20000 tons (except normal pressure continuous regeneration method.). The issue of documents will increase the directly benefit  opportunity of  leading enterprises  , meanwhile it will  improve tire enterprise management level, promote the optimization and integration of industry,  adjust the tire industry development order.　　
　　At the same time, the two file also stipulate resources recycling rate  and energy consumption level.   Tire renovation industry access conditions" pointed out, waste tyre which can not be renovated  should be recycled by   qualified scrap rubber comprehensive utilization enterprise  , the cutting grinding down  rubber edge foot material and rubber powder must be 100%  recycled. Energy consumption is defined as: Presulfidation method  renovation tire  comprehensive energy consumption below  15 kwh / standard conversion; moulding renovtion tire  comprehensive energy consumption below 18 kwh / standard conversion.Waste tyre comprehensive utilization    industry access conditions pointed out that, in the process of waste tire processing  , should utilize  waste rubbe  100%  ; for recycling of waste fiber, waste  scrap wire. Comprehensive energy consumption  less than 850 kwh / ton; waste tire rubber powder processing and comprehensive energy consumption of less than 350 kwh / ton (except the above 40 items  fine rubber powder); pyrolysis processing and comprehensive energy consumption below 300 kwh / ton. These rules will help improve tire enterprises resource recovery utilization rate   , promote the transformation from focusing on mass Production  to   high quality production, realize the  sustainable development  goal of energy saving, environment friendly.
